Medicare Physician Payment Bill Includes Two Mental Health Provisions

Medicare Physician Payment Bill Includes Two Mental Health Provisions

Last night, the U.S. Senate passed HR 4302, the Medicare Sustainable Growth Rate (SGR) extension. The bill passed the U.S. House of Representatives last week and now goes to President Obama for his signature. HR 4302 includes two provisions that are relevant to people living with mental illness and their families.

First, the bill includes the Excellence in Mental Health Act demonstration project. This eight (8) state pilot is critical to modernizing publicly funded mental health services to align with evidence-based practices and to streamline Medicaid funding. The eight states selected will receive planning grants and Medicaid funding to provide comprehensive community-based mental health services and supports, including integrated mental health and primary care treatment. Community mental health programs participating in this program will be required to provide a broad range of services, including 24-hour mobile crisis teams, crisis stabilization services, outpatient mental health and substance use services, peer and family supports, and intensive, community-based services for veterans.

Second, HR 4302 includes authority for the U.S. Department of Health and Human Services (HHS) to undertake a new pilot program for states to establish and expand “Assisted Outpatient Treatment” (AOT) programs. This program applies to individuals living with serious mental illness who are not participating in treatment and experience serious adverse consequences such as repeated hospitalizations, homelessness or incarceration. States that choose to apply for funding appropriated for this program will be required to gather outcomes data on the effectiveness of the program, including its impact on reducing negative outcomes.

HR 4302 can be accessed here. The Excellence in Mental Health Act demonstration project can be found in Section 223 and the Assisted Outpatient Treatment demonstration program in Section 224.

Online Support Group needs facilitator (LCSW or Psychologist)

Hello Colleagues,

Is anyone interested and/or do you know someone who may be interested in conducting this group for the Laurel Foundation?  a licensed Psychologist would be ok for them as well.

PS:  Even though the position is unpaid, remember it is only one day a month

_____________________________________

We are in need of a California licensed Social Worker, who can volunteer their time once a month (day is flexible) from 8:30 PM – 9:30 PM to facilitate a video online support group.  The group is composed of five English-speaking mothers who are either HIV+ or have children who are HIV+.

We are looking for a commitment of one year.  So there would be 12 sessions (summer months and in December we usually do not have a session due to holidays etc.). The Laurel Foundation will do all the backend work (make sure all parents are reminded of the call) and be on call should any issues (technical or otherwise) arise.

Please have anyone who is interested contact Cheria Young (The Laurel Foundation’s Associate Director) at CYoung@Laurel-Foundation.org or call the office at 626-683-0800.

Thank you.

Act before 03/07/14 to Prevent Restrictions on Psychiatric Medications in Medicare!

Act Now to Prevent Restrictions on Psychiatric Medications in Medicare!

Take Action!

The Federal Center for Medicare and Medicaid Services (CMS) has proposed a rule to restrict access to anti-depressant and anti-psychotic medications in the Medicare Part D program.

Historically, Medicare Part D Plans have been required to include on their preferred drug lists all or substantially all psychiatric medications in recognition that personal choice and clinical judgment are critically important in decisions about these medications.   The proposed rule would restrict the availability of anti-depressant medications in 2015 and restrict the availability of anti-psychotic medications in 2016.

NAMI has long supported preserving open access to all Food and Drug Administration (FDA) approved medications in the Medicare Part D program. Restricting access to psychiatric medications can be extremely harmful for individuals living with serious mental illness, including increased hospitalizations and other negative consequences.  At a time when national attention is focused on improving mental health care, a rule restricting access to psychiatric medications does not make sense.

Final comments on the proposed rule are due to CMS by March 7, 2014.   NAMI will circulate sample comments prior to that date.

Click on the Take Action link above to send a letter to your U.S. Representative and Senators and ask them to communicate with CMS that they oppose implementation of this proposed rule.

Thank you for your advocacy!
