community rebranding letter (PDF)

Dear Community Partner,
I am very pleased to introduce to you the new name of our organization, Safe Refuge, which is the culmination of the comprehensive rebranding program we began in 2014. When combined with our new tagline — Hope. Change. Success. — we believe this creates a powerful new identity for our organization that embodies not only our current activities, but also our future vision and our continuing dedication to providing a truly safe refuge for all who need our help.

As you may know, our organization began in 1988 here in Long Beach. For most of these years, our formal name was the Substance Abuse Foundation of Long Beach. In time, many people just referred to our initials, SAF. Our name was accurate but it did not convey the inspirational aspect of our mission. Nor did it encompass the broader scope of services we now provide, including our division Ventures Employment Services…

CMS Proposes Mental Health Parity Rule for Medicaid and CHIP | SAMHSA

CMS Proposes Mental Health Parity Rule for Medicaid and CHIP

The Centers for Medicare & Medicaid Services (CMS) today announced a proposed rule to align mental health and substance use disorder benefits for low-income Americans with benefits required of private health plans and insurance. The proposal applies certain provisions of the Mental Health Parity and Addiction Equity Act of 2008 to Medicaid and the Children’s Health Insurance Program (CHIP). The Act ensures that mental health and substance use disorder benefits are no more restrictive than medical and surgical services.

Under the proposed rule, plans must make available upon request to beneficiaries and contracting providers the criteria for medical necessity determinations with respect to mental health and substance use disorder benefits. The proposed rule also would require the state to make available to the enrollee the reason for any denial of reimbursement or payment for services with respect to mental health and substance use disorder benefits.

Prepare To Transition to ICD-10 With DSM 5

The New Deadline Is October 2015—Don’t Delay!

The Fifth Edition of the Diagnostic and Statistical Manual of Mental Disorders (DSM-5), developed by the American Psychiatric Association and released in May 2013, is the compendium of mental disorder criteria and diagnostic codes used by clinicians in the U.S. health care system. Clinicians need to understand and appropriately use DSM-5 codes to avoid barriers to or delays in treatment. This knowledge is critical, as International Classification of Diseases (ICD), 10th Edition, Clinical Modification (ICD-10-CM) codes are reported to insurance companies for the purposes of providing reimbursement for clinical services.

Check out SAMHSA’s resources on ICD-10 for more information on:

  • DSM-5’s approach to diagnostic coding
  • How to better understand the coding changes in DSM-5
  • How DSM-5’s approach is similar to and differs from that in DSM IV TR
  • The rationale behind the revisions
  • Specific clinical implications

The Health Emphasis is proud to announce its 2nd Multicultural Neuropsychology Conference (MNC) at Alliant International University, Los Angeles on April 11th 2015, from 9:30 AM to 3:00 PM. Last year’s conference was a success; and we look forward to another inspiring event.  This year we have three excellent speakers lined up: Dr. Terece Bell, Ph.D.; Dr. April Thames, Ph.D.; Dr. Olivia Hsin, Ph.D. who will be speaking on a variety of topics including how to use a neuropsychological approach to assess learning disabilities in children and adolescents from underserved communities, and understanding the influence of psychosocial factors such as stereotype threat on neuropsychological test performance.  Once again, we will also be hosting a poster-session in which graduate students will share their knowledge of current clinical issues and/or recent work in the areas of multicultural neuropsychology and health assessment.  Lunch will be provided and licensed mental health professionals will be able to earn 3 CEUs for attending the entire conference.

This message is intended for primary care providers, HIV and infection disease specialists, ophthalmologists, optometrists, and other eye care providers.

Please distribute as appropriate.

Key messages

  • There have been clusters of ocular syphilis in Seattle/King County and San Francisco and several cases have resulted in a significant and permanent decline in visual acuity.
  • While no cluster has been identified in Los Angeles County, two independent cases of possible ocular syphilis are currently under investigation.
  • Providers should be vigilant for ocular syphilis, particularly in men who have sex with men and HIV-infected persons.

Situation

The Seattle/King County and San Francisco County Health Departments recently issued health advisories regarding clusters of ocular syphilis diagnosed in those counties since December 2014.  In both areas, the vast majority of patients affected were among men who have sex with men (MSM) and HIV-infected…
